Korea's Moon to send delegation to China amid frayed ties

The statement said the organisers infiltrated a "terrorist" into the country who had satellite communications equipment.

US Secretary of State Rex Tillerson spelled out the terms for such a meeting at a UN Security Council meeting late last month. Their tasks remain unknown yet.

China was willing to keep working hard with all parties, including South Korea, for the peace and prosperity of the Korean peninsula, Xi said.

Moon informed Abe that the majority of Korean people are not satisfied with that agreement, in which Japan declined to admit "legal responsibility" for the violation of those women and girls, and also refused to characterize the deal's transfer of some 8.3 million dollars to the Korean government as "compensation" for the victims. Those who do mention previous episodes tend to focus on the tensions between the Roh Moo-Hyun and George W. Bush administrations, but ignore the variance in South Korean and American positions vis-à-vis North Korea over time.

The Terminal High Altitude Area Defence (THAAD) missile system, aimed at intercepting attacks from North Korea, was made operational in South Korea last week.

According to the North's KCNA, the foreign affairs committee of North Korea's Supreme People's Assembly, in a rare move, on Friday wrote to the US House of Representative, condemning the imposition of the sanctions as a "heinous act against humanity".

North Korean leader Kim Jong Un watches a military drill. But it's worth noting that North Korea has a long history of its own ripped-from-a-bad-movie assassination plots.

Moon wants to increase dialogue and engagement with North Korea while also maintaining pressure and sanctions to encourage change.

In the 25-minute conversation, the two leaders agreed to meet in the near future and cooperate closely in dealing with North Korea's nuclear and missile threats, Cheong Wa Dae spokesman Yoon Young-chan told reporters.

The conversation is a sign of willingness to fix relations between the two countries. He won the South Korean election on Tuesday and was in office on Wednesday. "It's another sign that North Korea is the top of the list".

Moon's North Korea policy will likely include greater emphasis on engagement as already pointed out elsewhere with varying degrees of concern (see examples here, here and here).

The last time that Han appeared to brief foreign diplomats in Pyongyang was last December, to present North Korea's response to the latest round of United Nations sanctions after the September 2016 nuclear test.

Moon, a former human-rights lawyer, also stressed the importance of the decades-old alliance between the two countries amid concerns that they may face friction over how to deal with North Korea. Moreover, as Secretary of State Tillerson declared earlier this month, the USA is "not going to negotiate [its] way to the negotiating table".
