Witness charged with tampering with evidence in Pike County murders

An arrest warrant says investigators placed a Global Positioning System device on the truck of the brother of one of eight victims of an unsolved OH massacre.

James Manley, 40, is charged with felony tampering with evidence and felony vandalism. The judge setting an $80,000 bond, The Associated Press says, an d court records don't indicate if he has an attorney. He was arrested Tuesday and booked into the Ross County Jail because Pike County doesn't have a jail. Unknown if the family can post $8,000.

Manley's next court date is May 22.

Leonard Manley told the Cincinnati Enquirer his son would turn himself in. On April 28, 2017, less than a week after the device was placed, it stopped transmitting location data.

On Wednesday, a visibly upset Leonard Manley said no one in his family could be responsible for the killings. As they approached, Leonard Manley swore at the agents and said his son had found and destroyed the device and "that things not on the truck", the warrant said.

Members of the Manley family have been questioned before.

"James Thomas Manley did unlawfully, on or about the 28th day of April, 2017, at the County of Pike and State of OH, knowing that an official proceeding or investigation is in progress, or is about to be or likely to be instituted, alter, destroy, conceal, or remove any record, document or thing with goal to impair its value or availability as evidence in such proceeding or investigation, in violation of Section 2921". Lewis said he and two other agents went to Manley's home on Monday to "give notice of the court order concerning the Global Positioning System unit". The device was worth $318.

Manley's sister, Dana Rhoden, was killed in April 2016 along with six other adults and one teenager from the Rhoden family.

Until Tuesday, the investigation - the largest in OH history - had not led to any arrests. Manley is the brother of victim Dana Rhoden. Three children were found unharmed.

The trailer was taken from one of multiple sites that authorities searched late last week. Or it was in the "possession of another person with the intent to use the vehicle as a means of committing a crime". No one has been charged in their deaths. "You can ask anyone in Pike County how my kid was".

The Ohio Attorney General's office said such charges are not uncommon when "when a witness destroys such a device used in a government investigation".

No plea was required to be entered, and there will be a preliminary hearing on May 22. The case will go to a grand jury.

No arrests have been made, and family members have pleaded for anyone with information that might help solve the case to come forward.
