Comey also told senators that Sessions is vulnerable in the Russia probe because he may have a third, previously undisclosed meeting with Russian ambassador Sergey Kislyak, a key figure in the investigation; Sessions disclosed only two contacts with Kislyak during his confirmation process, the reason the attorney general later gave for recusing from the investigation.

Senators are also expected to ask Sessions why, after recusing himself from the Russian Federation inquiry, he signed a letter last month recommending that President Trump fire Comey.

In March, Sessions recused himself from any investigations that look at Russia's actions in the 2016 campaign.

Sen. Susan Collins, R-Maine, asked Rosenstein at a budget hearing Tuesday what he would do if Trump ordered him to fire Mueller, who is investigating Russian interference in the USA elections and possible Russian ties to Trump's campaign.

During Comey's scathing testimony on Thursday, he accused Trump of trying to derail a probe into ex-national security adviser Michael Flynn.

Keeping with the Trump administration's anti-immigration agenda, Sessions has also urged federal prosecutors to intensify their focus on immigration crimes such as illegal border crossing or smuggling others into the U.S. And he has threatened to withhold coveted grant money from localities that refuse to cooperate with federal immigration authorities as they try to detain and deport people. A Justice Department spokeswoman tells NPR that Sessions requested it be public.

If questions arise about what matters Sessions should stay away from, he said, a career official in Rosenstein's office is consulted.

Former FBI chief Comey suggested during his testimony last week that the story behind Sessions' recusal from the Russian Federation investigation was not entirely public.

His testimony follows fired FBI Director James Comey's riveting session before the same Senate panel last week. He is set to testify Tuesday in front of the Senate Select Committee on Intelligence.

Stephen Gillers, a professor of law at New York University, said Sessions has not answered why he played a role in Comey's firing given that he had recused himself from the Russian Federation investigation.

Rosenstein testified that he is the only one who has the authority to fire Mueller, who was appointed following the May 9 ousting of James Comey as Federal Bureau of Investigation director, and that he had seen no good cause to do so. The White House has denied any collusion with Moscow. He also asked why Sessions recused himself from oversight of the FBI's Russian Federation probe and wanted to know what role in played in Comey's dismissal. The Senate Intelligence Committee is evaluating possible ties between the Trump team and Russian Federation.
