Another witness who lives in a flat on Seven Sisters Road said she saw people "shouting and screaming".

Earlier, the Metropolitan Police said in a statement: "He has been taken to hospital as a precaution and will be taken into custody once discharged".

The incident occurred in North London outside of the Muslim Welfare House, which is located near the Finsbury Park Mosque.

Khan also called it "a deliberate attack on innocent Londoners, many of whom were finishing prayers during the holy month of Ramadan".

"They need to ensure hate crimes are sanctioned; support victims; and guarantee the safety of all citizens and residents", Privot said, warning that "failing to act will mean more causalities and more divisions".

The attacker was also arrested for attempted murder, authorities said. Police said a man who was driving the vehicle has been arrested and taken to a hospital as a precaution. Three men who restrained him later praised the efforts of Mohammed Mahmoud, imam of the mosque, who arrived at the scene and urged the crowd to remain calm and await police, the BBC reported Monday.

The Prime Minister has held an emergency Cobra meeting this morning in the wake of the attack.

Brtitish Prime Minister Theresa May said during a televised address that "like all terrorism, in whatever form, [the attack] shares the same fundamental goal". "This was an attack on London and all Londoners and we should all stand together against extremists whatever their cause", said Neil Basu, senior national coordinator for counter terrorism.

The man who died was already receiving first aid at the time of the attack, the latest in a spate of terrorist strikes in Britain.

In the sickening clip, posted to Twitter by a relative of someone at the scene, the suspect is seen blowing a kiss at the camera while sitting in the back of a police van.

Earlier this month on London Bridge, Islamic extremists used a vehicle and then knives to kill eight people and wound many others on the bridge and in the popular nearby Borough Market area.
