Open defecation: Man objected to photography of ladies, beaten to death

A 55-year-old man, Zaffar Hussein in Rajasthan's Pratapgarh was lynched by Municipality employees on Friday when he tried to stop them from taking pictures of his wife and daughter defecating in the open.

This Friday, prime time media couldn't get enough of one Zafar Khan, a labor from Jagwas Kachchi Basti, Pratapgarh who was "allegedly" beaten by the local municipal council officers.

The other three named in the FIR are Kamal Harijan, Ritesh, Manish and others.

Sabira told The Indian Express that a group of officials came and started chasing women away at 6 in the morning. He fell and died on the spot.

Refuting the allegations, local civic chief Ashok Jain says that it usually a drill they conduct as a part of the government's Swachh Bharat Abhiyaan by reaching out to the people "in the mornings to prevent people from defecating in the open". Today, we parked our vehicle and were informing people about the ills of open defecation when a man rushed towards us, and started hitting and abusing our employees, " Jain alleged.

It's established that Khan went back home after the alleged fight and stayed for an hour. He was fine when he left, " Jain claimed.

And, "We met the people and heard their grievances before writing their feedback. The Governments must reverse this draconian strategy and unleash a positive campaign popularizing toilet use, with a focus on construction of toilets, assured availability of water, and proper arrangements for toilet-cleaning".

"Our team had gone to the slum area to raise awareness against open defecation". He denied his team tried to shame people going for open defecation.

A separate FIR has been lodged by Jain against Zafar at the Pratapgarh station under IPC sections 332, objecting public servant from conducting his duty and 353 for criminal assault to a public servant.

However, officials said the final cause of Khan's death will be known only after the Forensic Science Laboratory results and reports of the viscera arrive.

The superintendent of police, Shivraj Meena, told India Today, that Khan died of a heart failure and during the post-mortem, the doctors found "no such injury mark on Zafar's body which proves that he was murdered".
