Badkar said, no request was made to rescue the remaining 15 crew members, which included the casino vessel's captain.

MV Lucky 7 is the sixth offshore casino vessel which has been permitted by the state government to operate in the Mandovi river.

The vessel first got stuck in the Aguada sandbar off the Miramar beach Saturday as per the Coast Guard.

The vessel from which the four crew members were rescued, MV lucky Seven, reportedly belongs to a company owned by former Haryana Minister Gopal Kanda and is now awaiting license and permits to enter the Mandovi river. The rope breaking also caused injuries to a few crew members. Parrikar said the vessel was in distress at sea and the owner of the boat had approached the high court which in turn has directed the state government to allow it as a refuge vessel in River Mandovi, with specific technical requirement.

The Captain of Ports is expected to send the rescue team to the vessel on Sunday morning.

Ignoring warnings by port authorities, the vessel, owned by former Haryana home minister Gopal Kanda, has been trying to sail into River Mandovi for the last three days, albeit unsuccessfully.

Aanand Madgaonkar, who is reportedly an expert salvager, told reporters at Miramar beach that the crew took an unnecessarily high risk in bringing the vessel to the Mandovi from Mormugao Harbor when it is common knowledge that during the monsoon season the Aguada sandbar area is regularly closed for navigation. "The vessel owner could have waited till September when the sandbar will open, and then the vessel can be brought in".

The vessel should be removed from the sandbar or else it will affect the Miramar beach, he said.
