Facebook plans to begin testing the metered approach in October, according to TheStreet, presumably built on top of its trending topics feature - that section on the right-hand side of your news feed that lists news topics popular on Facebook.

Earlier this year, British news organisation The Guardian pulled out of Facebook's Instant Articles program and Apple News, citing editorial and commercial reasons.

The plans were unveiled by Campbell Brown, Facebook's head of news partnerships who was speaking at the Digital Publishing Innovation Summit in NY on Tuesday, The Street reported.

"Facebook plans to erect a paywall which would require readers to become subscribers of the platform after they'd accessed 10 articles", Brown was quoted as saying.

"One of the things we heard in our initial meetings from many newspapers and digital publishers is that 'we want a subscription product - we want to be able to see a paywall in Facebook, '" Brown said.

The idea of a paywall has been in the works for a while and is aimed at appeasing news organizations that complain they have little control over their articles on Facebook, Brown reportedly said at the conference. The paywall service Facebook announced would be a part of the company's Instant Articles platform.

Only last week, some of the world's leading news organisations including the Associated Press, New York Times and Wall Street Journal, along with thousands of other news publishers joined forces under the News Media Alliance trade organisation to petition Congress over claims that publishers are unfairly compensated from Facebook and Google for publishing news content. "But Facebook does not always allow the reader to click through to the publisher's website, denying the news website ad revenue from that reader", he stated.

According to media reports, Google and Facebook control almost two-third of the digital advertising industry, and newspaper revenue from advertisements declined to $16 billion in 2016, down from about $50 billion 10 years earlier.
