Robert Kelly, an associate professor of worldwide relations at Pusan National University in South Korea, said people who defect from North Korea often shunned the limelight for fear of what might the authorities might do to family members back home.

At his first summit with Abe, held in Germany on July 7, Moon highlighted the need to resume bilateral dialogue with North Korea, which had been suspended under his predecessors, according a source familiar with the Tokyo-Seoul relations.

The Rodong Sinmun, North Korea's main newspaper, called the agreement between the North and Russian Federation a "landmark" document that paved the way for the two countries to develop friendly relations.

He urged all countries to implement U.N. sanctions, and called on other nations to follow Japan's move to bar North Korean ships from Japanese ports and impose additional sanctions. Also trying to find out that she returned to North Korea willingly or was being abducted in China.

It said executions are carried out in prison camps to incite fear and intimidation among potential escapees, and public executions are carried out for seemingly minor crimes, including the theft of farm produce such as corn and rice.

Those who defect to the South or even return to the North usually maintain a low profile, Robert Kelly, an associate professor of worldwide relations at Pusan National University in South Korea, told the Guardian.
