U.S. President Donald Trump has signed legislation imposing new sanctions on Russian Federation into law, a White House official said on Wednesday.

"The Trump administration has shown its total weakness by handing over executive power to Congress in the most humiliating way", Medvedev wrote on Facebook.

The almost weeklong delay in signing had raised speculation that Trump might veto or try to somehow shelve the sanctions, which were approved in a 98-2 Senate vote.

The US president, who often called for warmer ties with Moscow during the White House race, has furiously denied the charge.

And it prevents Trump from unilaterally lifting the sanctions, giving Congress an extended period of time to review any presidential action that tries to upend or significantly change existing sanctions.

Upon signing the sanctions bill, Trump argued that the move, which restricts his power to soften the sanctions, raises constitutional concerns.

He blamed legislators for compelling him into signing the sanction measures.

Trump said that Congress had "included a number of clearly unconstitutional provisions".

It also notably constrains Trump's ability to waive the penalties, a statement of mistrust from the Republican-controlled Congress, which remains unsettled by Trump's warm words for President Vladimir Putin.

"I am signing this Bill for the sake of national unity". Trump tweeted, reiterating criticism for the US Congress that he expressed in a White House statement on his decision to sign the sanction bill.

On Thursday, reports said Special Counsel Robert Mueller investigating claims of Russian meddling in the U.S. election and possible collusion with Donald Trump's campaign team began using a grand jury in Washington to issue subpoenas to witnesses.

The new law is "a powerful message to our adversaries that they will be held accountable for their actions", Ryan said.

On Wednesday, #President Trump reluctantly signed the #Russia sanction bill passed by both chambers of Congress into law.

Trump took a characteristic shot at Congress, noting lawmakers' failure to repeal the Affordable Care Act "after seven years of talking", and contrasting his history of having "built a truly great company worth many billions of dollars".

The legislation is aimed at penalizing Moscow for that interference and for its military aggression in Ukraine and Syria, where the Kremlin has backed President Bashar Assad.

Secretary of State Rex Tillerson echoed the president's sentiments that the measure poses more diplomatic hindrances than solutions.

US President Donald Trump on Thursday said that Washington-Moscow ties are "at an all-time" and "very dangerous" low.
