The decision means LA can enter into a host city contract with the International Olympic Committee when the IOC officially awards the 2028 Olympics to LA as it is expected to next month, Curbed Los Angeles reports.

The committee is hearing a mix of criticism and praise Friday morning.

"Today's vote by the City Council is a resounding show of confidence in our fiscally responsible plan for 2028, and more evidence of Angelenos' passion to return the Games to LA". The contract outlines financial responsibility, although a budget has not been completed.

City officials say the International Olympic Committee imposed a deadline of August 18 to approve agreements that spell out their financial responsibilities for hosting the 2028 Games.

It's an important move for the second largest city of the United States to lock the award of being host of the 2028 Summer Games, which is scheduled to be announced with 2024 Olympics host city Paris, together by International Olympic Committee on September 13 in Peru, reports Xinhua news agency.

It will also authorise Garcetti and Wesson to sign the Host City Contract and provide a written guarantee stating the city will cover any potential financial shortfall incurred by the Olympic organising committee while staging the 2028 Games. "To create a new Olympic legacy for the next generation and deliver access to sports and fitness programs to every community in Los Angeles".

The City Council had already given unanimous support to the LA 2024 bid and is expected to back 2028 at a meeting on Friday.

"The Olympic Games isn't just about sports".

Under the agreement, LA 2028, the committee behind the city's Olympic campaign, will invest up to $160 million to increase youth sports programmes in the city during the 11 year run-up to the Games.

A potential risk factor in moving forward with 2028 is that part of the 2024 deal included $250 million from the state.

"Despite the risk to taxpayers, interim Chief Administrative Officer Rich Llewellyn told the council's Olympics committee the new deal balances rewards with the risks".

"This opportunity is too great and we can not pass it up", said council member Herb Wesson.

The LA City Council still needs to approve the new MOU at its meeting on August 11. But speakers at the news conference were periodically interrupted by a group of about a dozen protesters who gathered on the sidewalk outside the secured area.

A recent poll by Loyola Marymount University that found 83 percent of Los Angeles residents support the 2028 bid.
