While Trump does appear to be sending a clear warning to North Korea, the stakes aren't limited to a legalistic reading of Twitter's policies.

The long answer: Trump is rattling the nuclear saber following reports that North Korea might have built a nuclear weapon that it could fit atop a missile capable of hitting the United States. When I asked a spokesperson whether the company had thoughts about Trump's latest war games tweet, or just some general thoughts on whether politicians can use Twitter to threaten violence against other nations, I got the same response they dish out to journalists every time something like this happens: "We do not comment on individual accounts, for privacy and security reasons".

And then there is the question of Twitter bots, which form a large percentage of Trump's followers and which the president has even been known to retweet.

The claim: The nuclear arsenal "is now far stronger and more powerful than ever before".

While the USA has daunting nuclear power, the Pentagon's program has been beset with morale, training, discipline and resource problems.

According to The Hill, Trump was apparently referring to the Nuclear Posture Review, a legislatively mandated examination of American nuclear capabilities and strategy. When the Berlin Wall came down in 1989, that arsenal stood at 22,217. The arsenal isn't just smaller in terms of numbers of nuclear warheads.

Tens of thousands of U.S. troops remain stationed in South Korea and in nearby Japan, the only country to have been attacked with nuclear weapons. During meetings, they said Trump would not want to debate issues. The number of USA deployed strategic warheads has decreased since September 1, 2016.

Guam governor Eddie Calvo dismissed the threat and said the island was prepared for "any eventuality" with strategically placed defences.

After highlighting Trump's tweet this morning about revolutionizing and modernizing the nuclear arsenal, Tapper made a decision to revisit some of Trump's past comments related to nuclear weapons.
