How should US officials respond, if the test is carried out?

American and South Korean officials said the exercises would happen as planned this month. The North said four of the missiles would hit waters 30 to 40 kilometers (18 to 24 miles) from Guam.

Called Ulchi-Freedom Guardian, the exercises are expected to run August 21-31 and involve tens of thousands of American and South Korean troops on the ground and in the sea and air.

"Hopefully it'll all work out", Trump said.

Speaking to Guam Gov. Eddie Calvo, he promised: "You are safe".

By Wednesday, President Trump appeared to back off a little, expressing hope the US nuclear arsenal would never have be used. The U.S. Pacific island territory is home to a strategically located U.S. air base, a Navy installation, a Coast Guard group and roughly 6,000 U.S. military personnel. Washington and Seoul say the exercises are defensive in nature and crucial to deterring North Korean aggression. "North Korea raising tension (on the Peninsula) is a serious challenge against the South Korean-US alliance and the global community". Military options range from nothing to a full-on conventional assault by air, sea and ground forces.
