"Japanese people and the South Korean public have become greatly concerned due to North Korea's continuing provocations", Moon said at the start of his meeting with Abe.

"We cannot but have to closely discuss the issue again today, but in addition to that, I wish we can begin discussing issues related to economic cooperation", the South Korean president said.

As North Korea has flexed its muscles with a series of missile tests, Mr Trump and his surrogates have consistently declined to rule out a military strike.

Takashi Kawakami, president of Takushoku University's Institute of World Studies, said North Korea has already crossed that line by carrying out a nuclear test after firing an ICBM that can reach the U.S. "But we will not be putting up with what's happening in North Korea", Trump said. But he did not talk to South Korea's Moon Jae-In for more than 24 hours - instead accusing Seoul of "appeasement", raising jitters in Seoul about the two countries' decades-old alliance.

'We always consider these evacuation contingencies, ' he said.

Other measures could include preventing North Koreans from working overseas and putting top officials on a blacklist aimed at imposing asset freezes and travel bans.

South Korea's Moon, who came to power earlier this year advocating a policy of pursuing engagement with Pyongyang, has come under increasing pressure to take a harder line on North Korea.

Putin emphasized that the Republic of Korea is one of Russia's key partners in the Asia-Pacific region.

Since then, North Korea has twice test-fired missiles and conducted its most powerful nuclear test yet.

Japan upgraded its assessment of the North Korean test to 160 kilotons from 120 kilotons after the size of the quake it generated was revised to magnitude 6.1.

"We're going to see what happens", Trump said when asked whether he is considering military action against North Korea.

Commercial satellite imagery, obtained the day after the test, appears to show numerous landslides throughout the nuclear test site and beyond, according to an analyst report on the 38 North website.
