Macron vows Caribbean rebuild as anger rises against European powers

The New York Times reported that people searched for necessities at grocery stores over the weekend, with fights eventually breaking out amid the food shortage. Philippe insisted on Monday that the only people being prioritised were the most vulnerable.

French President Emmanuel Macron, who is visiting French islands that took the full force of the storm, said a huge "airlift" was bringing more aid.

Boris Johnson, the British foreign secretary, also visited British territories ravaged by the Category 5 storm.

To provide some immediate supplies of fresh water, the U.S.is sending two mobile desalinization plants shortly to the island to supply fresh water, he said.

The island is divided between French St. Martin and Dutch St. Maarten, where the Dutch government estimated Saturday that 70% of houses were badly damaged or destroyed, leaving much of the 40,000 population in public shelters as they braced for the arrival of Jose.

The isolation that made St. Barts, St. Martin, Anguilla and the Virgin Islands vacation paradises has turned them into cut off, chaotic nightmares in the wake of Hurricane Irma.

He said he had little information on what to do and "no information or addresses" for those rendered homeless.

It was the type of anger that has long plagued France's far-flung former colonies - especially its Caribbean territories, where most of the population identifies as black and is poorer than the white minority.

One Dutch holidaymaker told the tabloid Telegraaf daily though that he and about 50 guests had barricaded themselves into their hotel in the town of Philipsburg, claiming there were armed gangs on the streets. Danica Coto in San Juan, Puerto Rico, Thomas Adamson and Angela Charlton in Paris and Mike Corder in The Hague contributed.

Eleven people have been arrested for theft, it said.

Newlywed Frances Bradley-Villier said all that was left in St. Martin was "devastation".

In images broadcast by Dutch national network NOS, Willem-Alexander says, "I've never experienced anything like this before and I've seen a lot of natural disasters in my life. I can't even come up with the right words to explain the emotion, the anxiety, just not knowing, the fear", she said.

"It's very bad right now".

Macron is expected to fly to Guadeloupe, Saint Martin and Saint Barthelemy "to show his solidarity with the inhabitants of the disaster areas", Xinhua quoted a statement as saying.

He said food supplies were being provided by 1,500 helpers on the ground in the West Indies, with the number rising to 2,000 over the coming days.

United Kingdom billionaire Richard Branson, who rode out the storm in his home in the British Virgin Islands is also rallying relief.

A spokesman for his airline, Virgin Atlantic, told CNN that Virgin had "restarted flights to and from Antigua, and we're also taking essential aid on those flights for the island and wider BVI [British Virgin Islands] region".
