Authorities sent an aircraft carrier and other Navy ships to the Florida Keys to help with search-and-rescue operations Monday as a flyover of the hurricane-battered islands yielded what the governor said were scenes of devastation.

The middle and upper Keys, those closer to the mainland, appear to have sustained more damage than the lower Keys, although the whole island chain took a beating. And debris in the water makes it hard to get to the Keys by boat right now.

Georgia: Three deaths reported.

Scott also flew over the west coast of Florida on Monday and said the damage was not as bad as he thought it would be.

Clearing roads: Roads are the main concern, Miami Mayor Tomas Regalado said, as thousands of trees are down.

After the Keys, Irma crossed over warm waters and hit the United States mainland near the beach town of Marco Island. "It's going to take some time to let people back into their homes, particularly in the Florida Keys", Mr Brock Long, administrator of the Federal Emergency Management Agency, told a morning press conference.

Homes destroyed: About a dozen homes were hit by trees and destroyed in Hillsborough County, where Tampa is located, according to an initial assessment by county officials.

"We have already had incidents with panels blowing from buildings that has resulted in several downtown streets being closed down by our public safety personnel already", Reed said Sunday.

According to Florida Power & Light (FPL), over 3.2 million customers still had no electricity late Monday - that's two-thirds of the 4.9 million customers the company serves.

Hurricane Irma developed as a tropical wave off the coast of Africa, quickly becoming a major hurricane as it churned toward the Caribbean islands.

Last month, Hurricane Harvey devastated much of coastal Texas and killed more than 70 people. Most areas are still without power and water and cellphone service is limited.
