St. Martin and St. Barthelemy, two of the islands ravaged by Irma, also downgraded their hurricane warnings to a tropical storm watch by Saturday evening.

While Barbuda is now much more brown, Antigua remains largely unchanged in its green color.

Hurricane Irma churned across the Atlantic Ocean in September 2017, battering several Caribbean islands before moving on to the Florida Keys and the US mainland.

Kate Osamor of the United Kingdom opposition Labour Party said Prime Minister Theresa May or Johnson should follow Macron's lead and "visit those most affected (and) look them in the eye".

"I have never seen anything like this hurricane".

Hurricane Irma has left a trail of destruction and deaths across the Caribbean and prompted large scale evacuations in the American history.

Irma battered the Caribbean islands as it moved toward Florida, where it made landfall as a category 4 storm on Sunday morning.

One of the hardest hit islands, Barbuda is "literally rubble", according to Prime Minister Gaston Browne, who estimates the damage could take $100 million to fix. But it has created a new problem in an already troubled recovery effort: The impending storm has halted all aid to the most affected areas because of safety concerns.

"So we haven't been able to raise the funds from other governments at the moment". We put aside money - about $800,000 - to get our first response up, but it means our regular programs into next year will be down. "Ports, including the airport are opening, but the priority is the military, supply goods and technical expertise, but we hope to resume operations soon", Jaspert said.

On Tuesday, the leaders of the countries that control some of the islands planned to visit the territories.

The Pentagon also said parts of the 26th Marine Expeditionary Unit, the USS Kearsarge and the USS Oak Hill, were headed to the Virgin Islands and Puerto Rico and would arrive sometime Friday.
