The restrictions by China on North Korean citizens were reportedly imposed even before the United Nations Security Council (UNSC) approved new sanctions on Pyongyang on Monday.

"Today, we are attempting to take the future of the North Korean nuclear program out of the hands of its outlaw regime", said Nikki Haley, the USA ambassador to the United Nations.

The North's Foreign Ministry spokesman said the United States was "going frantic" to manipulate the Security Council over Pyongyang's nuclear test, which it said was part of "legitimate self-defensive measures".

It was the ninth sanctions resolution unanimously adopted by the 15-member council since 2006 over North Korea's ballistic missile and nuclear programs.

The North's economy this year will "definitely" be impacted by China's decision to ban all coal imports, Kim Suk-jin, a research fellow at the state-run Korea Institute of National Unification (KINU), told Reuters in late July.

The resolution is a water-down version of the original U.S. proposal, but it does ban North Korea from importing all natural gas liquids and condensates, as well as bans all textile exports and prohibits all countries from authorising new work permits for North Korean workers.

In one example, a North Korean ship registered in St. Kitts and Nevis was said to have sailed from China to North Korea, turning off its transponder to hide its location as it loaded coal.

The North Korean regime has not yet passed the point of no return", Haley told the Security Council, adding: "If North Korea continues its unsafe path, we will continue with further pressure.
