The ministry said Seoul and Washington made a decision to speed up the deployment in view of Pyongyang provocations in recent weeks including two intercontinental ballistic missile launches and its sixth nuclear test.

Such action would require the approval of China and Russian Federation, two veto-holding members of the UN Security Council and economic partners of North Korea.

US President Donald Trump has fanned the flames of hostility by responding that an American military strike against Pyongyang would be "a very sad day for North Korea".

Seibert said there had been no concrete request for Germany's help in initiating discussions over the North Korean crisis.

World powers are scrambling to react to the latest ominous advance in the North's rogue weapons programme, which has sent global tensions soaring.

Seoul estimated the blast's yield at 50 kilotons, more than three times the size of the bomb detonated over Hiroshima in 1945.

"The amount of pressure that North Korea has been put under economically is still far short of the kind of sanctions that were applied to Iran and also to Iraq". Countries also would be prevented from hiring and paying North Korean workers.

Pyongyang is barred from testing nuclear and ballistic missiles, and was recently hit with strengthened UN Security Council sanctions for launching a pair of intercontinental ballistic missiles (ICBMs) in July.

Overseas workers, majority posted in China and Russian Federation, are a key source of revenue for Pyongyang.

"South Korea has experienced so many provocations from North Korea for 50, 60 years, so there is no panic".

The North's Foreign Ministry spokesman said the United States was "going frantic" to manipulate the Security Council over Pyongyang's nuclear test, which it said was part of "legitimate self-defensive measures". No one would do that. "It's worth taking a few moments to recount some of the history", she added.

Earlier in the week, US Secretary of Defense James Mattis threatened North Korea with a "massive military response", but he stopped short of threatening the country with a nuclear attack.

Sunday's test of what North Korea said was an advanced hydrogen bomb was its largest by far.
