US issues visa restrictions for Guinea, Eritrea, over deportations

"The suspension will remain in place on each of these respective countries until the Secretary of Homeland Security notifies Secretary [of State Rex] Tillerson that cooperation on removals has improved to an acceptable level". He says they have been identified as being involved in various crimes in the US, including drug offenses.

The cables, sent by Secretary of State Rex Tillerson to consular officials around the world, said the four countries were "denying or unreasonably delaying" the return of their citizens from the USA, and that visa restrictions would be lifted in a country if it accepted its deportees.

While the U.S.is allowed to impose such visa sanctions, the move is relatively uncommon, Reuters reported, having been used just twice over the past 15 years. Eritrean officials were not immediately available for comment.

Eritrea, an East African nation, is considered a major source of migrants who claimed they are escaping a scheme of forced military enrollment that has been repeatedly censured by the United Nations and various human rights groups.

The United States announced today, Tuesday, that it will halt issuing certain visas to Guinean officials and Eritrean nationals as of Wednesday, September 13, 2017. The sanctions are even narrower in Cambodia, targeting employees of the Ministry of Foreign Affairs with the rank of director general or higher and their families.

For Sierra Leone, only Foreign Ministry and immigration officials will be denied tourist and business visas at the US Embassy in Freetown, according to a fourth cable. The West African nation is now recovering from recent mudslides in the capital that killed several hundred people.

The United States today took similar actions toward Eritrea, Sierra Leone and Guinea.

The Department of Homeland Security reports that the U.S. has imposed visa restrictions on countries refusing to accept deportees. Tillerson sent a cable to all embassies on Tuesday ordering the changes.

In practice, the USA has rarely taken that step - just twice in the past decade and a half, according to a Department of Homeland Security spokesman. Neither department would identify the nations by name at the time.

In Cambodia, the sanction is tailored.

A July list of countries considered "recalcitrant", or unwilling to take back their citizens from the USA, named Burma, China, Cuba, Cambodia, Eritrea, Guinea, Vietnam, Hong Kong, Iran, Laos, Morocco and South Sudan.
