United Nations elects Congo to Human Rights Council despite abuses

Democratic Republic of Congo was among 15 countries elected to the United Nations Human Rights Council for a three-year term on Monday, a moved criticized by Britain, the United States and rights groups after the vote by the 193-member General Assembly.

Kinshasa now finds itself in the rare position of sitting on the Geneva-based council while the body investigates allegations of killings, torture, rape and the use of child soldiers in the Kasai region of the DR Congo. The country - beset by renewed political and militia violence since President Joseph Kabila refused to step down in December - won 151 votes.

U.S. ambassador to the United Nations Nikki Haley, who has called for the Human Rights Council votes to be competitive, said Congo's election harmed the credibility of the body.

"If we are to play a credible role in promoting human rights internationally, we need to look to our own behaviour", he said in an emailed statement.

The United States is reviewing its membership in the council. It is in the first year of a second term, but President Donald Trump's administration has called for reforms to eliminate what it called its "chronic anti-Israel bias".

The 11 other countries elected today were: Australia, Afghanistan, Nepal, Qatar, Pakistan, Slovakia, Spain, Ukraine, Chile, Mexico and Peru.

To ensure geographical representation, states are nominated in five regional categories.

There were five candidates contesting for four Asia-Pacific seats on the Council.

Council members can not serve more than two consecutive terms.

"Australia's human rights record is on shaky ground when it comes to their ongoing treatment of refugees and people seeking asylum", Refugee Council of Australia chief executive Paul Power said.

The UN is set to scrutinise Australia's human rights record on Wednesday as part of a regular examination process.

"The fact that government security forces are believed responsible for most of the violence in the Kasai region over the past year - where some 5,000 people have reportedly been killed and almost 90 mass graves have been identified - shows that Congo doesn't deserve a seat on the UN's premiere human rights body", said HRW's United Nations director Louis Charbonneau.
