No Aadhaar, no rice: After being denied ration, girl starves to death

Chief Minister Raghubar Das on Tuesday ordered Deputy Commissioner, Simdega, to personally probe into the death of 11-year-old girl child in Jaldega area of the district and submit a report within 24 hours. More than 360 million Indians - almost one-third of its 1.25 billion people - live below the poverty line and are entitled to access food rations under government schemes.

Activists have accused the government officials of breaching a Supreme Court ruling that all low-income Indians were entitled to rations with or without the government biometric "Aadhaar" card.

While the authorities in the BJP-ruled state are now saying it was malaria that caused her death, the victim's mother said the girl died crying "bhaat bhaat" (food). "Those who do not have the Aadhaar card, they will be given food supplies after identification". "I saw that the family neither had food nor a place to live", said Tara Mani Sah, an activist who visited the Karamati village after Santoshi's death. "My daughter died saying "Bhat-bhat" (rice)", said the girl's mother, Koyli Devi.

Launched in 2009, the Aadhaar programme aimed to provide identity cards to millions of poor people and enable them to access benefits directly without intermediaries taking an unlawful cut. Activists have said time and again that the Centre's move and states' implementation of it goes against the Supreme Court's order saying that Aadhaar can not be made mandatory for welfare schemes. "We constituted a probe team comprising the district supply officer, civil surgeon and project director, which discovered the girl was suffering from malaria and undergoing treatment under a local registered medical practitioner", he told Times of India.

"The autopsy (done on the girl) also shows she died of starvation".
