It was reported that close to seven million - or two-thirds of about 10 million global migrants living and working in Asean - come from within the region.

Migrant advocate Susan Ople welcomed on Tuesday the new initiative of the Association of Southeast Asian Nations (ASEAN) to boost the protection of migrant workers since it will open up safer employment opportunities to overseas Filipino workers (OFW) in the Middle East.

The Philippines and other member states of the Association of Southeast Asian Nations (ASEAN) are optimistic that the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW) will be implemented soon.

The Asean consensus document upholds fair treatment of migrant workers with respect to gender and nationality, provides for visitation rights by family members, prohibits confiscation of passports, and overcharging of placement or recruitment fees. "That it took place under the Philippine chairmanship of ASEAN manifests our country's strong leadership role in promoting a rights-based approach to labor migration".

"Meanwhile, efforts to initiate, enhance and strengthen bilateral labor arrangements can draw inspiration from this historic agreement".

The signing of the document is part of the activities of the regional bloc's two-day summit in Manila.

"Through this agreement, ASEAN countries have manifested their resolve to strengthen the protection and promotion of rights of workers against exploitation and mistreatment", Tugna said in a statement.

According to media reports in Manila, the Philippines and Indonesia have been pushing for a legally binding framework, while Singapore and Malaysia have had reservations about it as it may encourage more undocumented migrant workers.

"We commend President Rodrigo Duterte for putting in the forefront of the Summit the welfare of 10 million migrant workers in ASEAN by ensuring that the consensus is signed among the first in the order of business", Alan Tanjusay, spokesperson of the ALU-TUCP said in a statement.
