The US House of Representatives has passed a defence policy bill of almost $692 billion for the 2018 fiscal year, the media reported.

The bill, which is the fiscal 2018 National Defense Authorization Act (NDAA), not only exceeds President Donald Trump's original defense request, by almost $100 billion, but also exceeds the spending cap on defense funding set by the Budget Control Act by almost $150 billion. The 2018 NDAA authorizes $634 billion in base defense spending, for such things as buying weapons and paying the troops, well above the $549 billion allowed under the previous legislation. It's not yet clear whether such a deal will materialize; Democrats in Congress have called for any increases in defense spending to be accompanied by similar increases in civilian budgets.

"This defense bill is $72 billion over the budget caps, so if we don't eliminate or raise the budget caps, that additional money will go away and leave us once again in the land of uncertainty for the Department of Defense", he said. The provisions are part of a mammoth defense policy bill that the House of Representatives approved on Tuesday.

The NDAA also includes about $66 billion in special war funding, which is exempt from the so-called sequestration cap. Congress has passed and the president has signed an NDAA every year for more than 50 years, making it one of the few legislative sure bets.
