WADA previously declared RUSADA non-compliant in November 2015 following its investigation into state-sponsored doping allegations in Russian Federation.

The IOC has said it will decide on Russia's participation at the Pyeongchang Winter Games in South Korea during its executive board meeting being held from December 5-7. The first criteria demands public recognition of the findings by the WADA independent commission headed by Richard McLaren about the existence of a state doping system, and the second criteria demands provision of access to doping probes that are sealed in the Moscow anti-doping laboratory due to the ongoing federal investigation. Russian athletes who were found to be compliant were allowed to compete in the 2016 Summer Games.

But Russian leaders had held out hope this year that reforms in the nation's doping culture and institutions would lead WADA to clear Russia and its athletes to compete as a national team at the 2018 games. But he said officials at RUSADA and their Moscow laboratory were to blame.

He said Russian leaders will never agree to WADA's demand that they recognize a state role in doping.

Russian Sports Minister Pavel Kolobkov, pleading for RUSADA's reinstatement, pointed to improvements already recognized by WADA, and insisted that the agency is now independent of state control. "It is a totally new organization", he said. "Please let us be compliant".

Less than three months before the Games in Pyeongchang, a green light from WADA would be a huge plus for Russian Federation as it fights to avoid a possible ban from the event by the International Olympic Committee.

A 2016 report by Canadian lawyer Richard McLaren found that more than 1,000 Russian competitors in more than 30 sports were involved in a conspiracy to hide positive drug tests over a five-year period.

WADA partially lifted its ban on RUSADA because of progress this year, giving it the right to collect samples.

But suspicions remain. Foundation Board member Adam Pengilly asked how WADA could "trust" Russia's new anti-doping regime "until there is a real acknowledgement of what happened?"
