President Trump's first national security advisor, Michael T. Flynn, texted a former business associate on Inauguration Day that Obama-era sanctions against Russia would be "ripped up" and that a lucrative proposal to build nuclear reactors with Russian partners in the Middle East was "good to go", a witness has told Congress.

Staffers for the special counsel asked Mr. Cummings not to make the whistle-blower's account public until "they completed certain investigative steps", he wrote.

Former National Security Advisor Michael Flynn told a former business associate "within minutes" of President Donald Trump being sworn in on Inauguration Day that economic sanctions against Russian Federation would be "ripped up" once Trump gets into office, according to a whistleblower.

According to a letter by Rep. Elijah Cummings of Maryland, Copson then showed the whistleblower his phone, which contained a message from Flynn. These grave allegations compel a full, credible, and bipartisan congressional investigation, ' Cummings wrote.

The whistleblower told House Democrats that while Trump spoke at his inauguration, Flynn texted from his seat on the Capitol steps to Alex Copson, the managing director of ACU Strategic Partners and the nuclear project's main promoter.

Cummings told Gowdy in his letter that he found the witness "authentic, credible and reliable".

"This is going to make a lot of very wealthy people", Mr. Copson said. A lawyer for Mr. Flynn declined to comment.

Flynn, a retired Army lieutenant general and former high-ranking intelligence officer, pleaded guilty last week to lying to the Federal Bureau of Investigation about his discussions with the then-Russian ambassador, Sergey Kislyak, about the sanctions that day after they were imposed.

The company did not respond to a request for comment Wednesday.

"I do not bring this whistle-blower to your attention lightly", Cummings said. On Inauguration Day, according to the whistle-blower, Mr. Flynn texted the former business associate to say that the project was "good to go". The whistleblower also said that Copson intimated that US financial sanctions hobbling the nuclear project were going to be "ripped up".

"When the whistle-blower asked why the United States needed to be involved in a Middle East nuclear project, Mr Copson explained that the U.S. would provide military support to "defend these installations", the letter said.

Based on the witness's account, Mr Cummings requested that Mr Gowdy issue subpoenas to White House Chief of Staff John Kelly - as a custodian of White House records - Flynn, Michael Flynn Jr, the Flynn Intel Group, Mr Copson, and others, for e-mails, text messages and other documents related to Flynn's foreign contacts and payments.

As part of his plea deal with Special Counsel Robert Mueller, who is investigating alleged collusion between Russian Federation and the Trump campaign, Flynn agreed to be a cooperative witness in exchange for avoiding prosecution on other charges that might be related to his involvement with Russian Federation during the campaign, the presidential transition and his brief stint as national security adviser.
