Residents who live in the following areas were told to evacuate by noon Monday: north of Highway 192, east of Cold Springs Road, and west of Highway 150/the county line, as well as along Tecolote Canyon, Eagle Canyon, Dos Pueblos Canyon, Gato Canyon and in the Whittier fire burn areas near Goleta.

The Thomas fire is still burning but is nearly totally extinguished.

The first significant storm system of the year this week will cause a concern for debris flow in recent burn areas across Southern California, according to the National Weather Service. Flash floods, mud and debris flows can happen with little or no warning.

Forecasters say several inches of rain could fall overnight on areas scarred by the largest fire the state has seen.

In Northern California, the rains are being welcomed, as they are expected to dump several feet of snow on the Sierra Nevada range, bringing snow to ski resorts and adding to the snowpack that is the state's most crucial source of water in the spring and summer.

The extremely dry conditions and high winds previous year led to some of the most destructive blazes at both ends of the state.

A wet winter storm is expected to bring up to 2 inches of rain in the Sacramento area early this week.

"Everything is soaking into the ground at this time, but if it gets very heavy, it could trigger a flash flood warning", Anderson said.

The 2017 Thomas fire that burned in Ventura and Santa Barbara counties left behind vast swaths of charred landscape like this area in Upper Rincon Canyon.

It said travellers should prepare for hard travel conditions, including gusty winds, low visibility and slick and snow-covered roads. About an inch of rain is forecast for downtown Los Angeles, the most in almost a year.
