These flood watches are for the risk of quick and significant river and stream rises near ice jams, as well as for urban and street flooding. This is especially true across the interior where a Flood Watch is in effect.

"When the ice moves around say the bend of a river, maybe a little bit of a turn or a subtle change, maybe the river gets a little narrower, there are certain places where ice tends to slow down and jam up if the right conditions happen", said Charles Ross, senior service hydrologist with the National Weather Service located in State College. The river is at bank-full and expected to rise further with ongoing rainfall.

According to the advisory, the local fire department reported an ice jam on the Rocky River in the city of Rocky River.

The Flood Warning Center opened at 3:45 a.m. on Friday, Jan. 12, when the Tolt River reached a Phase 2 flood alert level, creating the potential for minor flooding in low-lying areas along the river upstream of Carnation.

The heaviest of the rain is expected Friday night through Saturday morning. Motorists are urged to exercise caution due the possibility for black ice.

The Glens Falls region should see two to five inches of snow by early Saturday as well as freezing rain as temperatures stay warmer than areas to the north.

The weather service also warned of travel difficulties with slippery roads. Temperatures are expected to hit highs near 60 degrees or higher, with breezy conditions with a south wind 14 to 21 miles per hour, complimented by gusts as high as 31 miles per hour. Ice totals are likely to be less than one-tenth of an inch. Lows will be around 40 degrees, with a south wind 10 to 14 miles per hour. "However, the combination of the ice buildup and moderate sleet and snow accumulations will create unsafe conditions".

In addition, Winter Storm Hunter is spreading snow, sleet, ice and rain into the East.
