House Dems Cancel Maryland Retreat As Lawmakers Struggle To Avoid Shutdown

The day before what would have been another shutdown, Republicans and Democrats struck a 2-year, almost $400 billion budget deal that upon passage will segue into Senate Majority Leader Mitch McConnell's (R-Ky.) promised DACA debate.

The deal would lift caps on defense and nondefense spending, and provide funding for disaster relief, veterans, infrastructure and programs addressing opioid abuse.

Chuck Schumer, the leader of the Senate Democrats, said the deal should break the cycle of partisan fights over spending.

White House Press Secretary Sarah Sanders said it was pleasing that Congress has been able to meet the Trump administration's defence spending requirement and come together on a two-year spending bill. The Senate planned to hold votes in the middle of the night and send the budget deal and temporary spending measure over the House by dawn.

Mitch McConnell, the Senate Majority Leader said in a statement that, "We're on the way to getting an agreement and on the way to getting an agreement very soon".

The short-term bill is the fifth stopgap since fiscal 2018 began on 1 October, because Republicans and Democrats have been unable to agree on a longer-term spending plan.

House Speaker Paul Ryan (R-Wis.) has said that President Donald Trump's support is a must for any immigration reform bill to proceed and that the lower chamber will address DACA separately from appropriations.

Multiple sources with direct knowledge told CNN Tuesday that budget negotiators are on the verge of a major spending deal. Congress has until Thursday to work out a spending bill in order to avoid another government shutdown.

In remarks on the Senate floor, Schumer focused on the new agreement as a rare moment of bipartisanship and cooperation.

Hours before the bill was passed, president Trump said he would love to see the government shutdown if congress does not reach an agreement on an immigration deal. Do they accept the Democratic deal, even though it would increase the deficit more than they can stomach?

The deal, agreed upon by both the Democratic and Republican leaders of the Senate, was immediately welcomed by the White House.

"I'm afraid the numbers will get so high and the debt ceiling will be added and it will be a Christmas tree of spending - that a lot of votes will be bought", he said on CNN.

Meanwhile, the legislation faces uncertainty in the House, where liberals, led by House Minority Leader Nancy Pelosi, are protesting a lack of protections for illegal immigrants brought to the United States as children and the conservative House Freedom Caucus is lining up against provisions ending spending caps.
