Kim Jong-un is merely trying to use the South Korean government as a shield to protect him against intensifying worldwide pressure, and he thinks the most effective way to do that would be to hold an inter-Korean summit.

Pence spokeswoman Alyssa Farah says Pence visited with guests at several tables at Friday's reception, "but did not come across the North Korean delegation".

Kim is betting on past patterns.

A visit by Moon to the North would enable the first summit between leaders from the two Koreas since 2007, and would mark only the third inter-Korean summit to take place. Now the situation is completely different. It also fired three intercontinental ballistic missiles (ICBMs) past year, some of which has the range to reach the USA mainland.

"We have to convince the USA, which sees North Korea's recent moves as propaganda, of the need for talking with North Korea".

"It has to create a virtuous cycle where improvement on the inter-Korean ties can bring positive influence on the US-North Korea denuclearisation talks". If that happened, everyone would be delighted.

Since diplomatic efforts are "almost zero", sources said this may signal a "calm before the storm", with North Korea quietly preparing its next moves for after the Olympics. In a speech that Kim gave on New Year's Day, in which he first raised the possibility of the North participating in the Olympics, he vowed to "mass-produce" nuclear weapons and missiles. "With his summit proposal, he seeks to incite friction between Seoul and Washington by widening their policy gap". The wise to the ruse.

"So the maximum pressure campaign is going to continue and intensify".

White House officials and other critics believe North Korea is trying to use the global stage to gain sympathy and ease punishing economic sanctions and diplomatic pressure that are beginning to bite. The breakthrough understanding followed several meetings with South Korean President Moon Jae-in last week.

In the meantime, Moon is said to be considering the Korean invitation a summit meeting later this year. A Cheong Wa Dae official said, "The conditions refer to dialogue between Pyongyang and Washington".

But Moon has also said that he would be willing to meet Kim only if he received assurances that the North would help resolve the crisis over its nuclear weapons program. Another serious concern is the government underestimates of North Korean threat. And Pyongyang, for its part, testily announced it had no interest in meeting him to begin with.

Direct negotiations between North Korea and the United States took place before the two previous inter-Korean summits.

Diplomacy and sports have mixed in an unprecedented way, as a historic visit made by Kim Jong-un's younger sister has paved the way for hope to better relations between the two Koreas. This shows how desperate North Korea is.

But the North was welcomed with open arms to what South Korean President Moon Jae-in called the "Olympic games of peace".
