The party's leader in the House of Representatives, Nancy Pelosi, said on Thursday morning she was opposed to the plan, but would not order rank-and-file Democrats to vote against it.

The bill, which had been held up by Republican Senator Rand Paul over objections to the impact on the national debt, was passed by 71 votes to 28 early Friday.

It was the second government shutdown this year after January's three-day partial shutdown over spending and the "Dreamers" programme that protects some young immigrants from deportation.

The California congresswoman called for the bill to include a provision shielding so-called Dreamers, young immigrants who entered the U.S. illegally as children, from deportation.

Their fate was thrown into limbo last September after Trump rescinded Obama's immigration policy known as the Deferred Action for Childhood Arrivals (DACA).

"For too long, Congress has chosen to kick the can down the road with short-term funding bills without providing any long-term budget certainty", said Sen.

He is pointing to upcoming talks on immigration, writing, "Fortunately, DACA not included in this Bill, negotiations to start now!" "This is a great victory for our men and women in uniform". The GOP-controlled chamber needed help from House Democrats to clear the bill, and 73 Democratic members gave it. Sixty-seven House Republicans voted against the plan. However, the bill still passed with bipartisan support. The first is that many Republicans have long since given up the charade of actually caring about deficits outside of scenarios in which 1) a Democrat is in the White House, and 2) there's a chance to slash social services.

Democrats, who, in other circumstances might have embraced Paul's message that Republicans were being hypocrites, were equally chagrined. The package Trump signed Friday morning reopens the government through March 23, raises the debt limit, provides an additional $300 billion for defense and domestic programs over two years and allocates relief dollars for hurricane and wildfire victims.
