San Joaquin County Correctional Officer Strikes Intoxicated Handcuffed Arrestee

The detained man is wearing a "spit bag" to prevent him from spitting at officers - he allegedly spat at officers when they arrested him for public intoxication in front of a Manteca, California, family business on August 24.

The district attorney's office released a statement condemning the actions saying, "This behavior is unacceptable and will not be tolerated".

The San Joaquin County District Attorney's office released a soundless video clip it says shows Officer Matthew Mettler walking up to a shackled man in a spit hood that covered the man's entire head and striking the man with his hand.

Mettler then is seen on the video striking the man across the head once.

Before exiting the room, the corrections officer is seen picking the arrestee back up before placing him upright against the wall.

The sheriff states that the man had been brought in by Manteca police officers.

The officer then strikes the man on the side of his head with his hand.

'It is inconsistent with the professionalism of San Joaquin County Correctional Officers, and of this department.

The county sheriff's office shared footage of the alleged assault on Tuesday.

The incident was witnessed by two Manteca police officers, who the D.A.'s Office said immediately reported the incident to superiors.

"As Sheriff, I don't condone the actions as portrayed on this video by our jail staff", Moore said in a Facebook post.

The district attorney's office says Officer Matthew Mettler has been charged with a misdemeanor count of assault by a public officer.

Mettler is scheduled to appear in court in Stockton on March 26 at 1:30 p.m. for a motion hearing. "The action taken by the [district attorney's] office is appropriate and we support their position", he added.
