Meanwhile, members of another rebel group agreed to leave the enclave.

The city's fall would seal the rebels' worst defeat since 2016. The Syrian Observatory for Human Rights says bombardment of the rebel enclave killed more than 1,600 civilians in Ghouta.

Meanwhile, the Russian peace and reconciliation center in Syria announced on Sunday that militants from Faylaq al-Rahman terror group have completely withdrawn from Eastern Ghouta. While ISIS is largely defeated in Iraq and Syria, they're not completely gone.

The town of Douma was the final pocket of resistance to the Damascus regime in the embattled enclave.

Syrian state TV said an agreement is about to be reached for an Army of Islam evacuation but the group denied the reports.

The announcement came after the Syrian government on Wednesday issued a three-day ultimatum to the Army of Islam group to leave Douma or face an all-out offensive.

The deal would mark the end of a weeks-long push by the regime to consolidate its control of the eastern Ghouta.

Eight buses transporting the rebels left Douma and reached the crossing of Wafideen area northeast of Damascus, waiting for more rebels to leave so that the first convoy of Islam Army rebels can set off to Jarablus in the northern countryside of Aleppo province near the Turkish border.

Mohammed Abu Adel, head of the Manbij Military Council, an Arab-Kurdish group in the town backed by the USA, said the bomb went off hundreds of meters (yards) from a security headquarters that houses the council just before midnight on Thursday.

A CNN crew in Syria witnessed half a dozen buses leaving Douma, with the government saying passengers are Jaish al-Islam rebel fighters.

Buses carrying 1,146 Jaish al-Islam members and their families left Douma headed for Jarabulus, after a wait of several hours, state news agency SANA said.

Two other administration officials confirmed a report in The Wall Street Journal on Friday that said Trump had ordered the State Department to freeze more than US$200 million in funds for recovery efforts in Syria while his administration reassesses Washington's role in the conflict there.

"We're going to be coming out of there real soon", Mr. Trump said Thursday, unexpectedly declaring that USA troops - roughly 2,000 on the ground - are on their way out of Syria.

It was not immediate possible to confirm the details of the deal and there was no comment from the Army of Islam.

Salah said there has been no deal between Jaish al-Islam and the Russians, except for the evacuation of people on humanitarian grounds.

Hundreds of residents are believed to require care for war wounds and medical conditions exacerbated by the siege.

Local activists say over 100,000 civilians are trapped inside Douma, which has suffered catastrophic damage.

Evacuees from eastern Ghouta after they arrived in Idlib province, Syria, on March 30, 2018.

The surrender deal, brokered by Russian Federation, would mark a major defeat for opposition forces and an end to a bloody six-week government offensive that has killed hundreds of civilians and forced tens of thousands from their homes in Eastern Ghouta.

An early US exit from Syria would raise concerns of a resurgence by ISIS militants in the region.
