Devonte drew national attention after he was photographed in tears while hugging a white police officer during a 2014 protest.

A neighbor of the Harts in Woodland, Washington, had filed a complaint, saying the children were apparently being deprived of food as punishment.

Sheriff Tom Allman said in a television interview earlier this month that Jennifer Hart "is the woman that we believe was driving the vehicle when it crashed". "We played it out for almost a week, then we decided there was no end to it, so we probably needed to get professional help".

Baarts said items were retrieved from the home during the search, including computers, credit cards and bank statements.
