Since Valve's statement Wednesday, they have removed more titles from their store, according to data from the Steam database, including "AIDS Simulator" which had the tagline, "Welcome to Africa, you've got HIV!"

"This was a case where the developer's only goal was trolling", Valve told PCMag in an email. Using Active Shooter, a game which allowed players to assume the role of a school shooter, as an example, communications boss Doug Lombardi said: "We rejected Active Shooter because it was a troll, created to do nothing but generate outrage and cause conflict through its existence".

But far from backing away from controversial games entirely, Steam has now chose to "allow everything" on its platform, it said on Wednesday, carving out disqualifying exceptions only for content it finds to be "illegal, or straight-up trolling". "Taking this approach allows us to focus less on trying to police what should be on Steam, and more on building those tools to give people control over what kinds of content they see". The company did mention an important caveat: games believed to be "straight up trolling" or offering illegal content will not be allowed.

The new policy was developed in the wake of controversies surrounding erotic anime games and a school-shooting game. "AIDS Simulator is a very short first-person shooter with boring gameplay, bad graphics, and generic assets".

It was a role-playing game called Active Shooter, however, that recently inspired broad protest, including condemnation from the parents of victims of the mass shooting in Parkland, Fla. Another $2.99 title, called Suicide Simulator, was marketed with the words: "End your life using a variety of different tools and methods".

Furthermore, the company's VR of marketing Doug Lombardi spoke to VentureBeat to clarify just what Valve meant by "trolling" in relation to games that weren't allowed on the platform.

The takedowns also occur as some critics fear games with sexual violence and hate speech will flourish over the digital store.

"If you're a player, we shouldn't be choosing for you what content you can or can't buy".
