The outcome remains uncertain despite a frenzied effort to pull in the final votes.

"Putting children in the same cages as their parents isn't a solution", said Jose Servin, an activist with the California Immigrant Youth Justice Alliance. It provides $25 billion Trump wants for his promised border wall from Mexico.

Republicans hold a majority in both houses of Congress.

Niurka Lopez of MI said Trump's "zero-tolerance" policy made sense because her family came to the US legally from Cuba and everyone else should, too.

Under the "zero-tolerance" crackdown that the Trump administration rolled out in May, all border crossers - include first-time offenders - are criminally charged and jailed pending trial. The actions left parents with little or no information about where their children were being taken or when or how they would be reunited.

"So we're going to have strong, very strong borders, but we're going to keep the families together", Trump said as he signed the order in the Oval Office.

What does the executive order say?

"This is a stopgap measure", said Gene Hamilton, counsel to the U.S. Attorney General Jeff Sessions. However, he added, there will be an "implementation phase that follows".

Under Trump's new executive order, migrant children will be kept with their families where possible, though they will remain in detention facilities. A ruling by the Ninth Circuit extended this 20-day limit to children who come as part of family units. Here's what we know about the current immigration policy and what the new executive order will change.

The new order also held no apparent implications for 52 people from India confined in a federal detention facility at Oregon, Washington state.

What was the process after separating families?

The executive order proposes families be detained together.

The president emphasized that his administration's overall "zero-tolerance" policy on illegal immigration is not ending.

When asked about the policy in May, Nielsen testified there was "training information" for officials tasked with separating families.

For days, Trump and key officials in his administration had contended that he could not act unilaterally to overturn the policy and that only Congress, through legislation, could ban the break-up of families.

Petzing said she's highly critical of policies that separate children from their parents at the border and policies that involve imprisoning and detaining children and others seeking safety.

The executive order was a rare instance of the president retreating from a decision, and he sought to tamp down any suggestion of having done so. The Alabama-based Southern Poverty Law Center said the order didn't go almost far enough.

"We do not want children taken away from their parents".

At the meeting on Wednesday, Trump went around the room asking the members of Congress, all Republicans, for their thoughts, most of which lavished praise upon the president.

On Wednesday, he claimed the Democrats "won't give us the votes to pass good immigration legislation".

Theresa May has condemned Trump for his "deeply disturbing" policy but said she would not be withdrawing her invitation for Trump to visit the United Kingdom in July.

True to form, many congressional Republicans have headed for the weeds, afraid to battle emotions with facts and to stand up for border security and for Americans who are becoming victims to gang members who've entered the country illegally. He claimed that US immigration laws "are the weakest and worst anywhere in the world" and that Democrats "will do anything not to change them".

A sweeping House GOP immigration overhaul teetered on the brink of collapse Thursday as lawmakers struggled to move past an issue that has become politically fraught amid the dire images of families being separated at the border.

'Our immigration laws are the weakest and worst anywhere in the world, and the Dems will do anything not to change them & to obstruct-want open borders which means crime'.

The mayor said the youngest child at the Cayuga Center is nine months old.
