Speaking at his sprawling presidential compound in Ankara, Erdogan unveiled the rebranded presidency "on this most important day of our country".

The post of prime minister has been scrapped and the president will be able to select a cabinet, regulate ministries and remove civil servants, all without parliamentary approval. He also promised to "leave behind a system that cost the country heavily because of the political, social and economic chaos it caused in the past", according to Hurriyet Daily News.

Marc Pierini, a former European Union ambassador to Turkey and visiting scholar at Carnegie Europe, said Erdogan's new powers effectively make him a "super-executive president".

Shortly before Erdogan took oath for a new term in office - which marks the start of a shift to an executive presidency - the government in its Official Gazette removed a clause that had stated the central bank governor was appointed by cabinet decision for five years, and could be re-appointed.

The post of prime minister will be scrapped.

President Erdogan has packed his new cabinet with arch-loyalists including a family member, a childhood friend and an army chief who stood by him on the night of the coup attempt, in a clear sign that he intends to fully exercise the expanded powers handed to him under Turkey's reformed constitution.

The Turkish lira lost 3.5 percent in value on the news to trade at 4.73 lira to the dollar.

At the center of the quarrel is the president's demand for a greater say over monetary policy and his insistence - against economic orthodoxy - that interest rates need to be lowered to tamp down inflation that's more than triple the government's 5 percent target.

He referred to the principles of Mustafa Kemal Ataturk, the founder of the modern Turkish Republic and vowed to "remain loyal to the rule of law, to the democratic and secular republic, and to Ataturk's principles and reforms".

His supporters see them as just reward for a leader who has put Islamist values at the core of public life, championed the pious working classes and built airports, hospitals and schools. "In other words, Turkey will be an institutionalised autocracy".

"Albayrak was one of 16 ministers named in the new streamlined cabinet after the ceremony at the presidential palace, which state news agency Anadolu said was attended by Venezuelan President Nicolas Maduro, Russian Prime Minister Dmitry Medvedev and Sudanese President Omar Hassan al-Bashir, who is wanted for war crimes by the International Criminal Court".

No major Western leader featured on a list of 50 presidents, prime ministers and other high-ranking guests. Erdoĝan has repeatedly clashed with strategic allies such as the United States and the European Union in recent years over the war in Syria, Turkey's accession to the EU, human rights abuses by Ankara, Europe's failure to support Turkey during the coup attempt, and rising Islamophobia in Europe.

But the pro-government daily Yeni Safak hailed it as an "historic day", saying: "One page is closing in Turkish history and a new page is opening".

Erdogan won an absolute majority in the presidential election with 52.5 percent of the vote.

Turkey also faces a widening current account deficit making it reliant on weak foreign investment to plug the gap.

The decree did not state an alternative term length or re-appointment process for the central bank governor, or what new requirements for deputy governors would be.
