U.S. President Donald Trump hailed a personal victory at a North Atlantic Treaty Organisation summit on Thursday, saying allies had sharply increased defence spending commitments after he provoked a crisis session with a tirade at European leaders.

Mr Trump has been pressing member countries to spend more on defence, accusing them of passing the burden on to the US.

Mr Trump's early-morning tweets from Brussels had been typically critical. He said leaders committed to go to their parliaments to obtain the spending increases.

"Will they reimburse the US?"

"I brought it up, no one brought it up but me".

In recent months Trump has repeatedly launched invective at America´s partners in the Atlantic alliance, a cornerstone of European security since World War II, accusing them of freeloading on the U.S. for defense.

Trump has taken an aggressive tone during the summit, questioning the value of a military alliance that has defined decades of American foreign policy, torching an ally and proposing a massive increase in European defence spending.

In 2017, the United States spent 3.1 percent of its GDP on defense, while Estonia, Greece, Poland and the United Kingdom stand as the only countries which have crossed the two percent threshold.

Referring to her own past living in the now defunct East Germany, Ms Merkel added: "I personally experienced how a part of Germany was controlled by the Soviet Union".

US President Donald Trump accused Germany on Wednesday of being a "captive" of Russian Federation due to its energy reliance and its support for the plan to double capacity of the Nord Stream pipeline under the Baltic Sea to Germany, bypassing traditional routes through Ukraine.

"Military spending for any country", Koshagarian said, "should be determined by two things: real national security needs, and curbing waste and profit motives that drive military spending up without making us safer".

Hours later, he and German Chancellor Angela Merkel met privately and discussed the pipeline, each reaffirming the partnership between the US and Germany.

"We had a very intense summit", Merkel told reporters after the session.

Washington repeated a warning on Wednesday to Western firms invested in Russia's Nord Stream 2 pipeline to Germany that they were at risk of sanctions, and said Moscow was using the project to divide Europe.

What NATO partners dispute is Trump's repeated suggestion that the USA gets little in return for its commitment to defend member countries if threatened.

Trump had made similar comments ahead of his visit and has always been critical of the transatlantic alliance, prompting concerns that President Trump will undermine it, CNN reported. East Europeans fear the deal could leave them vulnerable - but it also redirects pressure on Trump, who is under fire for his own Russian Federation issues and whose administration is facing off against special counsel Robert Mueller's Russian Federation probe.

Though NATO allies have squabbled in the past, Trump seemed to be leaving in his wake not just bruised feelings, but deeper concerns about the future of the Western alliance that has served as a bedrock of the global order. And he called alliance members "delinquent" on their contributions to NATO's budget.

Trump was opposed to remaining in America's longest running war, but his advisers convinced him to give it more time.
