The Centers for Medicare and Medicaid Services, citing a federal court decision invalidating a statewide average premium, halted a program for individual and small group commercial markets that called for collections and payments of $10.4 billion for 2017.

They are the public face of the Affordable Care Act in North Carolina for legions of residents stumped by the complexities of health insurance. The agencies in a statement said that they were seeking legal redress and understanding and will be informing all the involved participants of any bring up-to-date information regarding the current collections or future payments at the right time.

Some of Blue Cross Blue Shield's biggest affiliated insurers would be the hardest hit by the Trump administration's decision to freeze more than $10 billion in risk adjustment payments. More will lose their insurance this year with this latest attack on the ACA.

"The program does not cost taxpayers any money and has worked effectively to help balance the cost of caring for those with significant health needs by ensuring that health plans are able to enroll all consumers, regardless of their health status", Serota said in a statement.

CORRECTION: A previous version of this story said CareSource was receiving federal money from the risk pool and would have to pay $16 million. The funding will also be provided to each organization based on their success levels for enrollment, a measure CMS said would "ensure accountability within the program and avoid rewarding grantees that have failed to meet performance measures". The mandate requires people without insurance from their employer or a government program to obtain health coverage or pay a penalty.

CMS is freezing $10.4 billion in Affordable Care Act risk-adjusted payments, created to stabilize the insurance market by redistributing money to insurers with higher-cost members.

CMS was referring to a February ruling from a federal court in New Mexico that invalidated the risk adjustment formula, and a January ruling from a federal court in MA that upheld it.

Last year's cut compelled navigators to put off employees, cancel occasions, and, sometimes, stop operations entirely. Rate filings by CT health insurers for 2019 are due next week. The other two methods were temporary, but risk adjustment is permanent.

Every action the Trump administration has taken on Obamacare suggests that's their goal. With suspension of the risk adjustment payments, insurers must now contend with another disruption to the market by the time they finalize rates early this fall. "There is a need to analyze insurers case-by-case and account for their competitive landscapes", said Tinglong Dai, an associate professor of operations management and business analytics at the Johns Hopkins University Carey Business School.

For the past five years, when insurance has been available through ACA marketplaces for people who do not have access to affordable health benefits through a job, federal health officials have started every spring working with navigator groups on plans for the coming enrollment season.
