The widely criticized move escalated tensions between the USA and longstanding trade allies, including Canada, Mexico and European Union nations.

Washington announced in January that it was imposing what it called safeguard tariffs over four years a 30 percent tariff in the first year which would be reduced gradually to 15 percent in the fourth year. Only a fraction went to the United States, with India the biggest market.

Despite Trump's praise, The Journal notes that, though some some steelmakers are expanding production in the US, other USA manufacturers are still dependent on imported metals.

On June 21, India raised tariffs on USA goods including soya oil, palm olein oil and cashew nuts.

In their technology dispute, Washington imposed 25 percent duties on $34 billion (3.8 trillion yen) of Chinese goods it said benefit from improper industrial policies.

Trump responded immediately to the EU's move by threatening a 20 percent tariff on cars assembled in the European Union and sold to the United States.

A spokesperson from China's Ministry of Commerce said on Tuesday that the tariffs are suspected of violating WTO rules and therefore undermining the WTO's authority.

The United States has accused China of using subsidies and bulk manufacturing capacity to drive down prices and put U.S. competitors out of business in a range of sectors.

Earlier, Beijing filed a separate WTO challenge on July 16 to Trump's proposal for yet another round of increases that would add 25 percent import duties on an additional $200 billion of Chinese goods.

China responded two days later by proposing tariffs ranging from 5 percent to 25 percent on 5,207 US goods worth 60 billion dollars.

"While taking protectionist measures against imported photovoltaic products, the USA provided subsidies to domestically produced photovoltaics and other renewable energy products", the ministry said in a statement.
