According to the president's economic adviser, bilateral trade negotiations with Mexico are wrapping up. Trump said. "If you can't make the right deal, don't make it". Canada hasn't attended meetings in the past three weeks, and Trump administration officials have been more publicly optimistic about talks with Mexico.

U.S. Trade Representative Robert Lighthizer gestures as he testifies before Senate Appropriations Commerce, Justice, Science, and Related Agencies Subcommittee hearing on the proposed budget estimates and justification for FY2019 for the Office of the United States Trade Representative, at the Dirksen Senate Office Building in Washington, U.S., July 26, 2018. "I don't want to say any details or any timetable, but things look better on that front and things look better on the European Union front as well, so, I think the president's initiatives are in process".

US and Mexican negotiators have been working to reach a NAFTA cars deal that would allow Canada to rejoin talks and move toward resolving the toughest issues that affect all three nations. Lighthizer said talks with Mexico were continuing Thursday afternoon.

The president has called NAFTA the "worst trade deal" ever negotiated since the campaign trail and has repeatedly threatened to pull out of the accord.
