"Regardless of development, heavy rainfall and gusty winds are expected across portions of northeastern Mexico, Texas, and Louisiana on Friday and Saturday", the hurricane center said.

"This storm is going to continue its violent grind across our state for days", North Carolina Governor Roy Cooper said. Maximum sustained winds for Isaac are near 70 miles per hour.

Isaac is forecast to move across the central Lesser Antilles and into the eastern Caribbean Sea Thursday, and then move across the eastern and central Caribbean Sea through Saturday.

Tropical Storm Joyce has weakened as it turns east-northeastward about 890 miles west-southwest of the Azores with winds at 50 mph and traveling east at 8 mph. Across Puerto Rico and the southern U.S. Virgin Islands 1 to 2 inches of rainfall, with isolated amounts up to 4 inches, is anticipated. It was fluctuating between a Category 3 and Category 4 storm but was threatening to bring strong winds, heavy rains, risky storm surges and significant and possibly life-threatening flooding to the Carolinas.

"Winds are likely to gust to 55-65 miles per hour quite widely in the warning area, with possible gusts of 70-80 miles per hour in exposure".

The public is also advised to take care near to the coastline, with injuries from large waves and beach material being thrown onto the seafront.

The National Hurricane Center downgraded Isaac to a tropical storm overnight but said Tuesday that it could be "at or near hurricane levels" on Thursday, when it approaches the Lesser Antilles Islands.

The government of France has issued a Hurricane Watch for Guadeloupe and Martinique.

Meanwhile, Isaac is a tropical storm that will eventually die out as it moves closer to the Yucatán Peninsula, according to Bridges. Rip Currents: High risk for rip currents at all beaches today and likely into this weekend. A Tropical Storm Watch is in effect for Antigua and Barbuda, Montserrat, and St. Kitts and Nevis.
