Kavanaugh's presumptive victory became clear when Collins made a dramatic speech from the Senate floor mid-afternoon Friday announcing she plans to vote yes on Kavanaugh.

Kavanaugh, who now sits on the D.C. Circuit Court of Appeals and previously worked for the independent counsel's office during the investigation of President Bill Clinton, described opposition to his nomination as "revenge on behalf of the Clintons".

"I applaud and congratulate the U.S. Senate for confirming our GREAT NOMINEE, Judge Brett Kavanaugh, to the United States Supreme Court", Trump said on Twitter. "Later today, I will sign his Commission of Appointment, and he will be officially sworn in". Republicans have a slim 51-49 hold on the Senate.

They also took issue with the short nature of the investigation and the small number of people who were interviewed.

Democratic leader Chuck Schumer of NY looked ahead to November, appealing to voters beyond the Senate chamber: "Change must come from where change in America always begins: the ballot box".

Kavanaugh could soon be the decisive vote on disputes involving abortion, immigration, gay rights, voting rights and transgender troops.

The confirmation allows Trump to hit the campaign trail ahead of the congressional elections saying that he has kept his 2016 promise to mould a more conservative American judiciary.

Kavanaugh's nomination has been embroiled in controversy since Christine Blasey Ford came forward last month to say that Kavanaugh sexually assaulted her while the two were in high school. Kavanaugh vehemently denies the claims. Christine Blasey Ford, a California psychology professor, testified before the Senate Judiciary Committee regarding her allegations.

A vote on confirmation could happen as early as Saturday.

Of the four lawmakers who had not revealed their decisions until Friday - all moderates - Republican Sens. Joe Manchin, D-W.V., moments after his office released a statement Friday announcing that he, long viewed as a possible swing vote, was going to vote in support of Kavanaugh.

He said Democrats' treatment of Kavanaugh has been "nothing short of monstrous". "And that is what Judge Kavanaugh represents".

"I do not believe that those charges can fairly prevent Judge Kavanaugh from serving on the court", Collins said.
