Bell's presence in Pittsburgh could mean he finally will end his holdout and sign his franchise tag, which comes right before the National Football League playing deadline on November 13.

We first reported late last night Bell was spotted at a Pittsburgh-area LA Fitness playing some pickup hoops with the locals but now ESPN reporter has confirmed the obvious.

The Pittsburgh Steelers running back is considering holding out for the duration of the season, instead of returning by the November 13 deadline as many suspect he will, because he stands to benefit a clause in the NFL's collective-bargaining agreement with players that recently caught his representatives' attention, The Athletic's Mark Kaboly reported Tuesday, citing a source.

Bell must report to the team by Tuesday - Week 11, before the Steelers' matchup with the Jacksonville Jaguars (Sunday, Nov. 18) - or he forfeits the season.

That difference would be more than $10 million guaranteed money next year that would assure Bell that the Steelers wouldn't franchise tag him for a third season and allow him to seek other offers from the outside whether in free agency or the transition tag. It's a non-exclusive deal worth the average of the top 10 salaries at a position.

Bell, a member of L.A. Fitness who has spent past offseasons working out there, recently left Miami, where he has trained while away from the Steelers. If the Steelers match, regardless of the offer, Bell would have to sign that deal with Pittsburgh.

If Bell fails to report, the transition tag would be around $14.5 million, or 120 percent of his $12.1 million franchise tag from 2017, since that's the previous year he played.
