US President Donald Trump Promises Changes To H-1B Visas

President Donald Trump's administration wants to change the foreign worker visa program to include a pathway to citizenship that's more direct.

The president's unexpected outreach towards foreign guest workers came amid a furious debate over immigration reform and the need for a southern border wall, which he says is need to staunch illegal immigrants, while pledging to smoothen the path for legal immigration.

President Trump vowed in a tweet on Friday to make changes to the H-1B visa program in the US, including offering a potential path to citizenship for visa holders.

In April 2017, President Donald Trump ordered the attorney general and the secretaries of state, labor, and Homeland Security to propose reforms to the H-1B visa system.

Trump has also derided visas granted to family members of US residents or citizens as "chain migration", and backed a Republican proposal in 2017 that would have slashed legal immigration in half. "We want to encourage talented and highly skilled people to pursue career options in the U.S.", Trump said in an early morning tweet.

The announcement comes as Trump continues to spar with Democrats over his plan for a $5.7 billion wall along the U.S. -Mexico border.

It wasn't immediately clear whether Trump was referring to recipients of Deferred Action for Childhood Arrivals, the so-called Dreamers, illegal immigrants brought here as children who have seen their futures thrown into question after his decision to end the program a year ago. "In the annual battle for H-1Bs between IT outsourcing companies and tech companies seeking longer-term workers, this rule would probably help the latter", Doug Rand, co-founder of Seattle startup Boundless Immigration and a former immigration policy official in the Obama White House, said in November. The president has threatened to call a national emergency if Congress doesn't reach an agreement to fund his border wall. The dispute has led to a partial shutdown of the USA government that is now in its 21st day.

In the first two years of his presidency, Trump administration made it tough for the H-1B visa holders over their overstay, extension and issuing of new visa to them. But the visa program has also drawn criticism for being used heavily by foreign outsourcing companies that squeeze out American firms.

During the campaign, Mr. Trump proposed increasing the prevailing wage paid to H-1B visa holders in an effort to force companies to give entry-level jobs to an existing pool of unemployed workers in the USA, instead of bringing in cheaper workers from overseas. Only the headline has been changed.
