Top diplomats in Russian Federation say that they don't believe the Trump administration will pull its troops out of Syria as President Donald Trump said they would, a top official said Wednesday, arguing that advocates of maintaining USA troops in Syria have a lot of power in Washington.

The U.S. started "the process of our deliberate withdrawal from Syria", said Col. Sean Ryan, a spokesman for the coalition fighting the Islamic State.

"Out of concern for operational security, we will not discuss specific timelines, locations or troops movements".

A convoy of ten United States military vehicles was seen leaving a base in Hasakah province in northeast Syria and heading towards the Iraqi border, according to the Syrian Observatory for Human Rights.

It said a convoy of ten armoured vehicles and some trucks had pulled out of Rmeilan, in Syria's north west, into Iraq. Others were not immediately available.

The announcement that USA troops would leave the civil war-racked country - where they have been deployed to assist in the multinational fight against the Islamic State (IS) jihadist group - shocked global partners and American politicians alike.

The order to withdraw American troops from Syria had been signed, after President Donald Trump and his Turkish counterpart agreed to prevent a power vacuum in the wake of the controversial move. It also led to major criticism that the US was abandoning its local Kurdish allies amid Turkish threats of an imminent attack.

It was announced that the 2,000 troops in Syria would be withdrawn over the course of 60 to 100 days, but officials including US national security adviser John Bolton have said the US States will not leave until IS is defeated. "No different from my original statements, we will be leaving at a proper pace while at the same time continuing to fight ISIS and doing all else that is prudent and necessary!".

The comments were an example of the perspective that many Russian officials hold, which posits that the U.S.is an imperialist power working to maintain global hegemony.

"We have defeated ISIS in Syria, my only reason for being there during the Trump Presidency", Trump tweeted that day, adding that USA troops would leave in the next 30 days. The withdrawal benefits Syrian President Bashar Assad and his global backers, Russian Federation and Iran, who are primed to move into the region to fill a vacuum left behind by the Americans. On Thursday, Turkey's foreign minister said President Recep Tayyip Erdogan had already made the decision to launch an offensive against the Kurds in northern Syria, and that it would go ahead regardless of the presence of American forces. She said Russian Federation has not seen public statements laying out the US strategy in Syria and so can not be sure that the U.S.is serious about leaving.

Shortly after Trump's announcement, some US officials began to walk it back.
