The resolution is the first formal attempt by lawmakers to define the scale of legislation to create large-scale government-led investments in clean energy and infrastructure to transform the USA economy.

It also picked up the support Thursday of former Vice President Al Gore, who released a statement saying it marked "the beginning of a crucial dialogue on climate legislation in the U.S".

A joint resolution drafted by them and expected to be introduced Thursday sets a goal to meet all power demand in the USA through clean, renewable and zero-emission energy sources by 2030.

So far the Green New Deal has drawn the support of more than 40 progressive lawmakers as well as Democratic 2020 presidential candidates, but has yet to elicit full-throat support from Democratic moderates including House Speaker Nancy Pelosi.

In an interview with Politico, Pelosi said that while she is moving forward with plans to create a climate change panel, a suggestion to use it to write legislation for the "Green New Deal" is not in the cards.

Doug Lamborn, a Republican from Colorado, said at a climate change hearing in the House natural resources committee on Wednesday that the policy was akin to a "Soviet five-year plan".

"Americans deserve better than to foot the bill for the Green New Deal's reckless, expensive, and unattainable goals", said Representative Markwayne Mullin, an Oklahoma Republican. "And so that's really what we're trying to accomplish with the Green New Deal".

Sunrise activists showed up at California Senator Kamala Harris' presidential campaign launch last month and dropped a banner urging her to back the Green New Deal.

It goes on to say that "a new national social, industrial and economic mobilization on a scale not seen since World War II and the New Deal" is an opportunity to tackle systemic injustices of minority groups, create millions of high-wage jobs and "provide unprecedented levels of prosperity and economic security for all people of the United States". Other initial co-sponsors include Democratic Reps.

Greg Carlock, Green New Deal director of think tank Data for Progress, said lawmakers who seek middle ground policies that fall short of Green New Deal goals will lose youth support in future elections.

The House resolution has nine co-sponsors and climate champion Democratic Senator Ed Markey of MA will introduce companion legislation in the Senate, according to the letter.

"The GND movement are way smarter than that - they will not accept vague endorsements", Carlock told Reuters.
