The batch of intravenous immunoglobulin - a mixture of antibodies to treat a number of health problems - was reportedly produced by the state-owned Shanghai Xinxing Pharmaceutical Company, the second-biggest medical blood products manufacturer in the country.

The NHC, citing global medical literature and findings, maintained chances of contracting HIV infection are extremely low for patients that have been administered the contaminated blood plasma.

According to Shanghai Xinxing's website, the company was established in August 2000 by its parent company, the state-run Xinxing Group, which is directly under the supervision of China's State Council, a cabinet-like authority.

China's National Health Commission had earlier said there was a "very low" risk of HIV infection from the batch after a baby was reported to have tested "weak" HIV positive.

Preliminary testing showed that no patients in Jiangxi who had used the affected products had contracted HIV and no initial signs that the virus was present in the serums, according to the National Medical Products Administration (NMPA).

The media report said the batch contained 12,226 doses due to expire in 2021.

But the incident will likely further erode consumer trust in Chinese medical products, and comes after a major scandal in 2018 involving faulty vaccines. Although the presence of HIV antibodies in Shanghai Xinxing's products does not definitively mean that the virus itself is present, the possibility can not be completely ruled out.

So, some mixed messages there, . but another definite blow to public faith in China's health services. After protests by parents, the government imposed a record fine of $1.3 billion on the vaccine maker, Changchun Changsheng Biotechnology Company. Wu, one of four CFDA officials being investigated, was in charge of China's vaccine regulation at the time.

The NMPA's apparent clearance of the blood plasma treatments on Wednesday came four days after Wu Zhen, the former deputy head of the China Food and Drug Administration (CFDA) - which oversees the NMPA - was handed over to the judiciary system for investigation by the Communist Party's anti-corruption watchdog in relation to the rabies vaccine scandal.

Most offices in China are shut for the week-long Lunar New Year holiday.

In case "a positive HIV antibody were detected in blood products, it means that it has been contaminated by blood from HIV-positive people", Wang Yuedan, a doctor from Peking University Health Science Center, told The Beijing News.

A study of 280,000 villagers in Henan who had sold their blood found that more than 36,000, about one in eight, had HIV or Aids.

"This was a man-made catastrophe".
