The main settlement on the archipelago-Belushya Guba-has reported a total of 52 bears in its vicinity, with some displaying aggressive behavior.

"People are scared, afraid to leave the house, their daily activities are disrupted, and parents are afraid to let their children go to schools and kindergartens", said Aleksandr Minayev, deputy head of the administration of the Novaya Zemlya Municipal Educational Institution.

One polar bear is frightening enough; measuring up to three metres long, weighing up to 800 kilograms and armed with massive claws and teeth, it is the world's largest land carnivore. "There's never been such a mass invasion of polar bears", he said.

But it said the bears had not been put off by signals used to scare them away, or by patrol cars and dogs.

"The emergency situation was caused by the mass invasion of polar bears in residential areas", the Archangelsk governor and regional government said in a statement.

Authorities in the Novaya Zemlya islands, an arctic region of northern Russian Federation, said there have been cases of aggressive bears attacking people and entering homes and public buildings, ABC news reports. "There are constantly 6 to 10 bears inside the settlement".

"Global warming is melting the ice so it has a chain reaction on how polar bears can survive", Liz Greengrass, a director at United Kingdom animal conservation charity Born Free Foundation told CNN in 2018.

According to TASS, local authorities have installed extra fences near school grounds, employees and military personnel are riding "special vehicles" to work, and patrols have been stepped up, but these measures "yielded no tangible result".

Polar bears in Russian Federation are classed as an endangered species.

The bears have been declared an endangered species, and hunting of the animals has been banned by the federal environmental agency.

"As climate change forces polar bears to spend longer time onshore, they come in contact more often with Arctic coastal communities and others working in the Arctic".

WWF Russia, meanwhile, warned that the effects of climate change that have driven the polar bears to interact with the human population will also affect tigers and reindeer in Siberia and the Russian Far East.

The Siberian Times reports that shooting in the air, sounding auto horns and erecting fences have all failed to curb the bear invasion and a team of specialists is en route to the archipelago to assesses the situation.
