According to Khamenei.ir, numerous convicts of Public and Revolutionary Courts, the Judicial Organization of Armed Forces, and the State Discretionary Punishment Organization, whose convictions were confirmed by February 11, 2019, and who were deemed eligible for clemency or reduction of their sentences, with the agreement of the Leader of the Islamic Revolution Ayatollah Khamenei, were pardoned or their sentences were reduced, and enjoyed Islamic mercy.

The report did not say how many prisoners were released, but previous reports suggested it would apply to some 50,000 people, the largest number ever covered in a single pardon.

Iran denied her killing, with an official report on her death failing to disclose the cause of death.

It also said Iranian-Canadian photographer Zahra Kazemi died of beating injuries at Tehran's Evin prison in 2003, after taking pictures of families waiting outside the facility.

The report also claims that over 6,000 people were arrested for protesting against the re-election of former president Mahmoud Ahmadinejad in 2009, accused of "action against national security".

A Committee for the Observation and Use of Iranian Justice Data was formed and headed by human rights lawyer and Nobel Peace Prize laureate Shirin Ebadi.
