Oakland's Fox affiliate KTVU reported Roscoe Bradley Holyoake, of East Victoria Park, tried to grab the boy from the corner of Market and Noe Streets at 12.25pm Friday, citing a police source.

Local media are reporting a 32-year-old mother was walking with her child in the Castro District of the city when a man allegedly tried to grab the boy.

After an alleged struggle with the boy's mother, Holyoake ran off with the child.

Initial reports were quick to say that the suspect looked "clean cut", and Orphan Andy's owner Bill Piung said, "The suspect was someone you would never give a second look to".

"He put his hands up, and said, "All right, I'm done", and he didn't fight back, didn't struggle, just obeyed my commands, walked to the sidewalk and put his hands on the wall and got on his knees", Mr Walker said.

His attorney Steve Olmo told media outside court that Holyoake doesn't have a criminal record and was in San Francisco on business.

Holyoake, 34, who was a resident DJ at Connections Nightclub in Perth, has worked on RTR FM's All Things Queer program and performed at other LGBTIQ+ events in Australia.

He has been a volunteer presenter at Perth community radio station RTRFM on and off over the past five years.

In December previous year Holyoake was a performer at Tim Minchin's wrap party for his new mini-series "upright", an experience he described as an "absolute pleasure", 9 News reported.
